Crossing the street

One of the Czech law regulates the common life on the streets. This law is valid since the year 2000 and is now about to be changed.
The subsection H of § 5 says:“s výjimkou řidiče tramvaje umožnit chodci, který je na přechodu pro chodce nebo jej zřejmě hodlá použít, nerušené a bezpečné přejití vozovky; proto se musí řidič takového vozidla přibližovat k přechodu pro chodce takovou rychlostí, aby mohl zastavit vozidlo před přechodem pro chodce, a pokud je to nutné, je povinen před přechodem pro chodce zastavit vozidlo,“. In other words it means that the car driver must stop before the pedestrian crossing if there is the pedestrian on it or if the pedestrian is clearly about to use the pedestrian crossing. The new version of the law should miss the word „zřejmě“ (clearly). Now we see lot of car drivers who don't stop their car so the pedestrians can't cross the streets. On the other hand there are also many pedestrians who are standing on the pedestrian crossings, but just standing not walking. Is there really anything to be changed just by removing the one word from the law? First of all both the car drivers and the pedestrians should learn the discretion to each other.
